Cowboy Credits are basically custodial sats
They are IOUs for sats, at best.
But they do not trade openly on par and when you use CCs you are not using the LN.
Using the LN is the only way we are going to built its strength and capacity.
CCs were only introduced to enable newbies or those not interested in Bitcoin to participate in SNs.
That is not why they were created.
Also, "IOUs for sats" is a pretty good definition of custodial sats.
