They need better mechanisms to get people from outside of the city centre into the city centre. This only covers a small part of that territory. It will likely alleviate pressure on existing in-city mass transit options but I don't know how much car traffic it will reduce. Probably a bit along the DVP (don valley parkway).
The other issue is many people in Toronto don't want to give up commuting by cars because the current in-city transit experience is pretty bad. Buses/streetcars/subways are all dirty, often suffer from delays and constantly increasing in costs. Where I use to live in the city if I wanted to travel downtown to go to a baseball game I would need to take a bus to a subway station and then 2 separate subway trains and then walk for 15 minutes from union station to get to the stadium. Or I could simply drive and park 5 minutes away. I could drive in less time and pay maybe $25 to park and a $5 in gas for my whole family to go to the game. It would have cost us $19.20 to take transit there and back for a much worse experience. Yes, you would encounter some traffic driving in and out but it still wouldn't take longer than transit. Plus I don't have to have my kids see some cry homeless guy terrorizing people on the subway or sit in a filthy bus with no A/C.
