The wording is pretty weird. "Illegally using ordinals to generate undeclared capital gains" sounds like you're taking capital gains earned elsewhere, and by moving them into ordinals you make them disappear.

A better phrasing might be "Generating capital gains on ordinals and illegally not declaring them."
