Tech isn't holding the QB accountable and the NCAA is unable to. Conferences though can suspend players and programs though for violating the rules and so that is the route the Big 12 is looking to go.

Paxton issued his letter yesterday threatening to sue the Big 12 if they did so but that has publically blown up in his face and has only further alienated him from voters in Texas.
