Apologies, this is incorrect. The actual max. decrease is by a factor of 0.25 (25%). So 4 years, then 1 year, then 3 months, etc.

I believe the maximum difficulty adjustment drop per period is 25%. So it would take multiple periods of 2016 blocks to lower the difficulty enough to reach the target average of 10 minutes. So 4 years, 3 years, 2 years, 1.5 years, etc...
