Probably a lack of quality coaching knowledge.

It seems to be a snowball effect: talented kids choose cricket because it increases the odds of becoming a professional athlete.

It all comes down to economic incentives. Until grassroots football infrastructure in India offers the same career payouts as professional Cricket, the top athletic talent will always follow the money.
