I thought I misconfigured something on my phone because message delivery from Signal was getting worse to the point that it now no longer delivers notifications. But

. Do not combine code blocks and report on each one in detail, with at least inferred intent, obvious bugs and impact on downstream consumers. At the top of the file write a summary with all the potential causes of the deferred processing, ordered by likelyhood.
