Japan took the opposite approach of most countries - smoking allowed indoors, prohibited outdoors. Restaurants had smoking and non-smoking sections (which someone joked is like having a peeing section in a swimming pool). I don't see many restaurants with smoking anymore, but most bars still allow it.
Outside, they've built a lot of walled smoking areas. Sometimes they're completely enclosed rooms. Someone should make a photo collection of smokers' jails. They look hilarious, all crammed in there.
